GENERAL VISA REQUIREMENTS:

valid passport (foreign passport holders need to have an UK residency stamp or work permit if they are not allowed to stay and work in UK without it)
completed and signed application form
2 recent passport photos
invitation (see below):

TYPES OF INVITATION
TOURIST VISA:
confirmation from a travel agency in Azerbajian or a hotel reservation

The Hotel should apply for a visa on your behalf in Baku with the Consular Department of the Ministry of Foreign Affairs Azerbaijan, who in turn need to send the visa confirmation to the Embassy in the U.K.
PRIVATE / VISITORS VISA:
invitation letter from an Azerbajiani citizen accompanied by a photocopy of his/her passport or national identification card
BUSINESS VISA:
letter of invitation from your business partner in Azerbajian (the company has to be registered with the Ministry of Foreign Affairs), the inviting company should apply on your behalf in Baku with the Consular Department of the Ministry of Foreign Affairs Azerbaijan, then the Ministry of Foreign Affairs need to send the visa confirmation to the Embassy in the U.K.

Valid passport (must have at least 3 months validity after expiry date of the Azerbajani visa)
